PRIMARY PURPOSE
Under the general direction of the Director of Market Monitoring, manages the monitoring activities and staff of the department including development of monitoring databases, preparation of statistical analyses, and reports on market performance, coordination of the Department of Market Monitoring (DMM) activities with other departments, provision of input into special investigations of market activity, and contributes to development of market design rules.
ESSENTIAL JOB FUNCTIONS
Manages operations and staff responsible for market monitoring activities. Develops and oversees employee work assignments providing broad direction and guidance, identifies staff training needs, coaches and gives feedback on employee performance.
Provides leadership, direction and assistance to DMM staff to identify trends and anomalous market outcomes, structure and oversee analysis of these outcomes, and provide clear written analysis for internal use and/or public release. Presents analysis of market issues to ISO management and external groups.
Develops and maintains market monitoring and market performance evaluation standards and practices to help evaluate various alleged or investigated market power behaviors to enable the ISO to evaluate and detect instances of market power abuse.
Partners with other departments to ensure that DMM works effectively with other departments and is in synch with DMM’s market monitoring activities.
Collaborates with other DMM units in matters related to preparation of analytical reports, special investigations, or market design issues.
Designs, develops and manages Market Monitoring Systems (MMS), including database management, development of statistical indicators of market performance, automated processes for efficient monitoring, and detection of anomalous market behavior or outcomes for various markets.
Collaborates with colleagues to develop "best practices" policies and procedures, and to identify and resolve issues to help create a flexible and efficient organization.
Adheres to and supports the Behavioral Success Factors of the ISO.
Performs related duties and activities as appropriate.
TYPICAL PHYSICAL REQUIREMENTS
Most of the time is spent sitting in a comfortable position and there is frequent opportunity to move about. Occasionally there may be a requirement to stoop or lift or handle material or equipment weighing up to 25 pounds. Requires normal manual dexterity and eye-hand coordination, and corrected vision and hearing to normal range.
WORKING CONDITIONS
Located in a comfortable indoor area. Any unpleasant conditions would be infrequent and not objectionable. Most of the time is spent in general office or equivalent conditions which result in little or no exposure to injury or accident.
MINIMUM QUALIFICATIONS
Level of Education: A Master's degree (MA, MS, MBA) or equivalent education, training and experience.
Discipline: Economics, Engineering Economics, Energy Economics or related field.
Amount of Experience: Ten or more years related experience.
Type of Experience: Electric power system management experience, with direct experience in US electric industry wholesale power marketing, preferably in the Western US.

Other: Ability to think strategically and devise solutions to problems in keeping with multiple considerations. Must be able to work effectively in a team environment as a leader, facilitator and team member. Excellent interpersonal, communication, writing skills and analytical skills required, including the ability to effectively communicate complex materials and concepts. Must be able to handle a dynamic and changing work environment, and work well independently. Strong hands-on experience with numerical analysis in Excel, SAS, and Oracle SQL. Strong quantitative skills with an emphasis on statistical analysis. Familiarity with large database management systems.
